Larry D. Manley, is a lifelong resident Texarkana, AR, and a 1984 graduate, Arkansas High School. Larry earned a Bachelor of Business Administration with a minor in Finance, Southern Arkansas University and was commissioned as a 2nd Lieutenant in the U. S. Army. Retired Major, serving in various leadership positions for over 20 years. Employed with Cooper Tire and Rubber Company, Larry is currently president of the Texarkana Arkansas School Board. Married to his best friend Alicia for 25 years, they are the proud parents of 2 outstanding young men, Jalen and Kaleb. They are members of Christ Nations Church.

1. 73rd Annual Four States Fair & Rodeo! Opens Friday, Sept. 8 at 4 p.m. and runs through Sunday, Sept. 17. Ten days of food, fun (and free ice cream available at the Ag Learning Center). Entertainment nightly on the Outdoor Stage, Livestock Shows, and arts and exhibits open daily. Opens weekdays at 4 p.m., Saturdays at noon and Sundays at 1 p.m. Fair Admission: $7 Adults / $5 Children 6-12 yrs / 5 and under FREE! Don’t miss “Moogician” performing nightly in the Ag Learning Center and on the Outdoor Stage—check schedule for times and locations of shows! Plus, make the most of the Midway. A native of Texarkana USA, Brian is one of those Best and Brightest who returned to make a significant difference in Texarkana. Prior to spending intervening years in NYC and beyond, Brian put his theatre background to work in the Arkansas schools and the community at large, and was part of the original restoration of the Perot Theatre in the early 1980s.

Texarkana will enjoy an 85% magnitude solar eclipse which will begin at 11:45 a.m., reaches its peak (85%) at 1:15 p.m., and ends at 2:44 p.m., for a total duration of 2 hours, 59 minutes.

Chief Dan Shiner has been a police officer for over forty years. He retired from the Santa Maria, California Police Department in August 1998, serving the last six years there as Chief of Police. After retiring from Santa Maria, Chief Shiner joined the Lancaster, Texas Police Department in September of 1998, serving that community as Police Chief until August 2007.Chief Shiner immediately reported for duty as Chief of Police for the City of Texarkana, Texas, on August 3, 2007, where he continues to serve.

In her leadership position at Riverbend Water Resources District, Liz oversees the management and operations of a local water district representing 12 municipalities, 3 counties, and the state’s largest industrial park footprint. She is charged with the proper planning and development of our area’s most precious natural resource: water. Executive Director/CEO by title and charitable heart by nature, Liz also cares for her sister with mental and physical challenges. While Liz is ever-adapting to the role of wife and mother to a wonderful husband and two beautiful, precocious children, she was born into the role of a sister and passionate advocate for others in special need.
Texarkana College ranks first among all Texas community colleges in student completion rates. Data from a 2016 Texas Higher Education Coordinating Board study shows 39.2 percent of TC students completed a degree or certificate within four years compared to the state average of 24.6 percent for all state community colleges and 33.91 percent for state universities. TC officials attribute high completion rates to TC faculty’s commitment to student success and excellent academic curriculum.
